One of which, the ANUSAT, is an experimental communication micro-satellite built by India's Anna University. The second satellite is the Israeli-built RISAT-2. And while some reports (here, here) peg this as a "spy satellite", Madhavan Nair, the chairman of the Indian Space Research Organization (ISRO), has denied the device would be used to monitor borders and fight terrorism.
